Australia’s major political parties have battled over whether or not to allow the nation’s renewable energy agency to fund low-emissions projects based on fossil-fuel technology. Last year’s 2020-21 federal budget (pdf) allocated $1.6 billion (US$1.2 billion) to the Australian Renewable Energy Agency (ARENA) in the hopes it would aid the government’s Technology Investment Roadmap. But in June, the bill was blocked in the Senate over concerns the roadmap facilitated continued use of fossil fuels through carbon capture and storage (CCS), a process which—in conjunction with burning coal or gas—can be used to capture carbon dioxide and pipe the emissions into underground reservoirs. However, a second revision of the bill, introduced by Minister for Energy and Emissions Angus Taylor, succeeded in making it through Parliament, enraging Labor and Greens who are now seeking to annul parts of the legislation which allow the use of CCS.
