Adm. Charles Richard, head of U.S. Strategic Command, has expressed deep concerns about potential “cooperative aggression” from China and Russia, now that the two bordering nations have deepened their ties by boasting a “no-limits” partnership. “I’m very concerned about what opportunistic aggression looks like. I’m worried about what cooperative aggression looks like,” Richard said during a hearing held by the Senate Armed Services Committee on March 8.
