Laguna Beach city officials may have violated the Brown Act, according to the Orange County District Attorney’s (OCDA) Office. In two letters sent by Deputy District Attorney Steven Schriver to Councilmember George Weiss and City Attorney Phillip Kohn, Schriver claims that the council violated the Brown Act during a June 29 closed session by failing to properly inform the public regarding Hotel Laguna renovations. “[T]here is substantial evidence that the City Council violated the Brown Act by giving improper notice of the meeting or exceeding the scope of permissible discussion and action during the meeting,” Schriver wrote in the Sept. 21 letter to Kohn.
