ORANGE, Calif.—A man was found dead in the City of Orange after being shot in a residential neighborhood in the early morning on Nov. 28. At around 12 a.m. Sunday, the Orange Police Department arrived at the 2000 block of East Fairway Drive to find the man, who had been shot one time, lying on the sidewalk. He was pronounced dead at the scene, police said. The victim was identified by the police Monday late afternoon as Michael Tovar, 39, of Anaheim. After searching for over a day and a half for the shooter, the detectives arrested Joseph Andrew Ruelas, 22, of Santa Ana. He is currently booked at Theo Lacy Facility.
