The House on Thursday passed a bill that will end permanent normal trade relations (PNTR) with Russia and Belarus in response to Moscow’s invasion of Ukraine. Lawmakers voted 424-8 to back the legislation which, if made law, will allow the Biden administration to impose new higher tariffs on products from Russia and Belarus until Jan. 1, 2024. The legislation would also require the U.S. Trade Representative “to use the voice and influence of the United States to seek suspension of Russia’s participation in the World Trade Organization (WTO) and to halt Belarus’ WTO accession and accession-related work.” It would also give Biden the authority to restore normal trade relations with both countries if they were to stop their actions in Ukraine and if a number of other conditions are met.
