Commentary In Part 1 of this series, I covered three chapters in the crucial new book, “Saving California: Solutions to the state’s biggest policy problems.” It’s edited by Steven Greenhut for the Pacific Research Institute (PRI). The book is important because it’s the best starting place for working through the main problems afflicting the state. I’ll cover four more chapters here. As before, I’ll emphasize solutions to fix the problems. Adrian Moore: Decongesting Our Roads and Freeways During the worst days of the pandemic in 2020, the roads were almost clear of vehicles. That gave those who ventured outside their homes a chance to see what the state’s highway system was supposed to be like when it was designed. Traffic moved smoothly, almost effortlessly.
