Commentary In Part 1 of this series, I covered three chapters in the crucial new book, “Saving California: Solutions to the state’s biggest policy problems.” It’s edited by Steven Greenhut for the Pacific Research Institute (PRI). The book is important because it’s the best starting place for working through the main problems afflicting the state. I’ll cover four more chapters here.
