As more cases of COVID-19 were discovered in Beijing and parts of northeastern China, prompting lockdowns, some Chinese college students in the city of Dalian complained that they could not leave campus. Meanwhile, the Beijing city government ruled on Dec. 25 that all residents should not leave the city unless in an emergency. Previously, authorities said a man surnamed Fu contracted COVID-19 while he was in Beijing and tested positive upon arriving in Ningbo city and quarantining on Dec. 23. Local health authorities scrambled to trace his steps in Beijing and Ningbo and quarantine those he came into contact with. 260 people in Ningbo were identified as his close contacts.
