Police in Richmond, Virginia, prevented a mass shooting being planned for July 4 after they received a tip from a concerned citizen.
The informant, whom the police declined to identify, overheard a conversation about the planned mass shooting and reported it to the police department on July 1, Chief Gerald Smith said during a press conference on July 6.
The authorities began investigating a residence under suspicion and saw “evidence in plain view” corroborating the informant’s tip. Officers checked the home and discovered a handgun, two rifles, and 223 rounds of ammunition.
On July 1, police arrested and charged Julio Alvarado-Dubon for being a non-U.S. citizen in possession of a firearm. The second suspect, Rolman Balacarcel, was under police surveillance throughout the holiday weekend. He was arrested and charged on July 5 on the same count….
