NEW DELHI—The foreign ministers of Bhutan and China signed an agreement to expedite their border talks on Oct. 14. China foreign policy analysts said that Bhutan should be cautious as any conclusory agreement could end up just being on paper, while China will most likely continue with its salami-slicing tactics. The border talks are also likely an attempt to create a wedge between India and Bhutan who are traditional allies and defense partners. They are also the only two nations with which China hasn’t been able to sign any territorial border agreements, said experts. The Memorandum of Understanding on the three-step roadmap for speeding border negotiations was signed between the Foreign Minister of Bhutan, Lyonpo Tandi Dorji, and the Assistant Minister of Foreign Affairs of China, Wu Jianghao, in a virtual meeting.
