A leaked document shows that the Chinese Communist Party (CCP) has been disseminating misinformation about cybersecurity inside China. It overstates the severity of cyberattacks targeting the Chinese regime or businesses and claims that “a certain Western country” is waging a cyberwar on China. The leaked document (pdf), titled “Cybersecurity Risks, Challenges, and Countermeasures,” was issued by a municipal agency of Tieling city in the northeastern province of Liaoning. The document was dated June 19, 2020, three-and-a-half months before the CCP’s centenary. The document, obtained by The Epoch Times, was intended for internal circulation within agencies of the Chinese regime.
