LOS ANGELES—Councilman Bob Blumenfield on May 20 proposed exploring the creation of a citywide program to finance construction of accessory dwelling units [ADUS], also known as granny flats, to house formerly homeless Angelenos. “As the city continues to expand its inventory of homeless interventions, and with [Proposition] HHH projects averaging $531,000 per unit, ADUs can provide long-term, cost-effective, affordable solutions for Angelenos experiencing homelessness or housing insecurity,” Blumenfield’s motion states. On March 5, Mayor Eric Garcetti announced an initiative to give builders and homeowners pre-approved ADU building plans to allow for a faster and less expensive permitting process. The city also has an ADU Accelerator program to let homeowners rent subsidized ADUs to older adults who face housing insecurity.
