The congressionally approved $2.3 trillion year-end spending package, which includes $900 billion in pandemic relief, provides hundreds of millions of dollars in foreign aid and other offshore initiatives. It passed the House and Senate on Monday and is expected to be signed into law by President Donald Trump within days.
